The 10th Asian Regional Congress of the International Labour and Employment Relations Association (ILERA), held on December 3–4, 2020, marked a significant milestone in fostering dialogue and collaboration among scholars, practitioners, policymakers, and advocates in the field of labour and employment relations across Asia and beyond.
Hosted by the University of the Philippines Diliman through the School of Labor and Industrial Relations (UP SOLAIR), the Congress was conducted virtually for the first time due to the global COVID-19 pandemic. This format underscored the adaptability of academic and policy communities in addressing pressing labour challenges during a period of unprecedented change.
The Congress theme, “Emerging Patterns of Work and New Forms of Employment Relations, Voice, and Representation in Asia”, reflected the rapidly evolving nature of work shaped by technological innovation, economic transformation, and public health crises. Participants explored critical issues such as the gig economy, digital platforms, trade union renewal, industrial relations reforms, and the protection of vulnerable workers.
This volume of proceedings compiles the diverse research papers, case studies, and panel discussions presented during the Congress. It offers valuable insights into how labour and employment relations are being redefined in the Asian context and provides a platform for continuing discourse on equity, inclusivity, and resilience in the world of work.
We extend our gratitude to all contributors, panelists, and attendees whose engagement and scholarship made this Congress a success. We also acknowledge the generous support of the Department of Foreign Affairs (DFA) International Commitment Fund (ICF) and the unwavering commitment of our organizing partners.
